Speaker: Carolyn T.
Wong, LLNL, DOE/NNSA Consequence Management Program
Carolyn is the Team Lead for
the LLNL Radiobioassay Laboratory and Radiological Measurements Laboratory.
She is also the LLNL Point of Contact for the DOE NA-42 Consequence
Management Program. In that position she is part of the Federal
Radiological Monitoring and Assessment Center (FRMAC) Laboratory Analysis
Working Group. This group is responsible for managing sample analyses
during a radiological/nuclear event.
Prior to working at LLNL she
was the Supervisor of the Radiation Laboratory at the California Department
of Public Health. She received a B.S. in Chemistry at the University
of California, Berkeley and her Masters from California State University,
Hayward. She was the Part Coordinator for Part 7000 - Radioactivity
in "Standard Methods for the Examination of Water & Wastewater"
and is an active participant in the ASTM D19.04 Sub-group on Radioactivity.

- DOE Laboratory Response to the Japan Earthquake
On March 11, 2011 a magnitude
9 earthquake off the coast of Japan caused a greater than 14 meter tsunami
which devastated the northern region of Japan. The earthquake
and tsunami caused the cooling systems for the reactors at the Fukushima
Dai-ichi Nuclear Power Plant (FDNPP) to fail, resulting in release of
radioactive materials into the environment. The U.S. Department of Energy
(DOE) Consequence Management (CM) Program deployed personnel to Japan
to assess the consequences of releases from FDNPP and to: 1) assist
the State Department mission to advise U.S. citizens on protective action
and evacuation guidelines; 2) assist the U.S. Department of Defense
(DoD) in its mission to safely conduct humanitarian assistance/disaster
relief operations and to provide advice on departure/return of military
dependents; and 3) partner with the Government of Japan (GOJ) through
the U.S. State Department to aid in developing guidelines for protection
of the public potentially affected by the releases.
During the approximately 11
weeks of deployment the Consequence Management Response Team (CMRT)
collected in situ gamma spectra, air samples, soil samples and
swipe samples. These samples were shipped to DOE and commercial
laboratories for radiochemical analyses. This presentation will provide
a perspective of the DOE CM Laboratory Analysis role in response to
the Japan Earthquake.
