Business Meeting

Vicki discussed the status of revising the Chapter By-Law and Rules and requested all the Board members to provide comments to her. After some discussion the Board tentatively approved the draft By-law and Rules and determined the By-law revision should move forward if no significant additional changes are submitted to Vicki by 12/01/09. After any additional changes are incorporated, the final Chapter By-Law will be distributed to all the CRS members for vote at the next CRS meeting. The approved Chapter By-Law and Rules will hopefully be submitted to the Health Physics Society (HPS) in late February or early March 2010.

Presentation

Donna Beals joined the Savannah River National Laboratory (SRNL) in 1991. The topic of her presentation was Nuclear Forensics at the Savannah River National Laboratory. In her presentation, she provided an overview of the history of Savannah River Site and National Laboratory, some SRNL Programs related to forensics and other SRNL Research & Development and Homeland Security Programs.

The history of Savannah River Site can be dated back in 1950's and was built by Dupont to provide plutonium and tritium to the US weapons stockpile. SRNL is located in Aiken SC, across the Savannah River from Augusta GA. Currently SRNL is primarily focused on National & Homeland Security, Energy Security & Engineering, and Environmental & Chemical Process Technology. SRNL also performs research involved with Biotechnology, Computation Sciences and Materials Sciences.

As a National Laboratory SRNL tries to develop analytical technology to meet all needs. Their analytical facilities are well equipped including 18 radiological and 10 non-radiological labs, 4 equipment development labs, the SRNL glass development lab, a neutron activation facility, a nondestructive analysis and field nuclear measurements lab.

Nuclear Forensics at the SRNL involves many government agencies (DOE, DHS, FBI, and DOD) and fields of expertise (chemistry, physics, nuclear engineering, biology and material science). Donna first discussed some early work performed in Nuclear Forensics, then continued on the introduction of current work at the SRNL. Some basic questions that are often raised during a Nuclear Forensics investigation were discussed, including what is the material? where did the material originate? who is responsible? The Nuclear Forensics Analysis Center at SRNL provides nuclear and radiological analyses of interdicted materials. The center obtained ISO 17025 accreditation for QA Plan and analytical methods.

Donna also reviewed some ongoing projects at SRNL, including the isolation box used in shielded cells and nuclear material analysis. In closing Donna reviewed some other Homeland Security Projects that are conducted at SRNL, such as testing & evaluation programs, training, emergency response, maritime programs and unmanned vehicle programs.

The meeting ended at about 9:00 pm.
